DENR-NCR Field Offices

 

Functions

The DENR-NCR Field Offices shall perform the following functions:

 

  • In coordination with other law enforcement agencies, conduct regular monitoring activities on the compliance of establishments on permits and other license issued by DENR on the violation of environment and natural resources (ENR) laws; 
  • Conduct monitoring on the compliance of local government units (LGU) on the implementation of the Ecological Solid Waste Management Act (RA 9003). 
  • Conduct of surveillance and strict enforcement of ENR laws, policies, rules and regulations; 
  • Conduct preliminary investigation/proceedings on possible violation of ENR laws; Review investigation reports on the alleged violation of environmental laws for possible filing of appropriate charges/sanctions; 
  • Provide support to the Task Force in the rehabilitation of Manila Bay; 
  • Coordinate with LGUs, other government agencies, non-government organizations, people’s organizations, and academe relative to the enforcement of ENR laws; 
  • Conduct Communication, Education and Public Awareness (CEPA) campaign to generate the support and active participation of the community in the enforcement of ENR laws; 
  • Prepare plans and proposals, and conduct consultations with stakeholders relative to the effective monitoring and enforcement operation of ENR laws; 
  • Maintain and update ENR database/information systems; and 
  •  Submit accomplishments and other reports to the Regional Office on regular basis.”

 

       Specifically, the two (2) sections of the Field Office have the following functions: 

            The Compliance Monitoring and Apprehension Section shall: 

  • Conduct survey of air, water, and toxic and hazardous pollution or possible imminent pollution of commercial and industrial establishments and institutions pursuant to PD 1586, RA 9275, 8749, and RA 6969; 
  • Conduct monitoring on the compliance with the conditions of the Environmental Clearance Certificate (ECC) of industries and other private establishments and other permits issued by the department; 
  • Monitor compliance of LGUs on solid wastes management including 10 years ESWM plans and its implementation;
