Pilot Implementation of LAMS Data Capture DENR in National Capital Region

The Land Administration and Management System (LAMS) Philippines is a computerized information system designed to achieve three main objectives: (i) ensure integrity of records, particularly land survey records and public land applications (PLAs); (ii) establish quick and easy processing, tracking and retrieval of land information; and (iii) provide a platform for continual harmonization and integration of land information among various agencies involved in land administration and management activities. Guided by the 20-year land sector development framework, the Department of Environment and Natural Resources (DENR) issued Department Administrative Order (DAO) No. 2010-18 on 23 June 2010, which commenced the implementation of LAMS. When fully operational, official electronic land information pertaining to Cadastral Maps, Approved Land Survey Plans, Public Land Applications, and Patents in all Regional Offices will be standardized and stored in the Digital Cadastral Database (DCDB) in each DENR Regional Office. Eventually, this will include Foreshore Lease Applications (FLAs) currently stored under the Foreshore Area Management Information System (FAMIS). Once fully operational, LAMS would ease access to information on Cadastral Maps, Approved Land Survey Plans, Public Land Applications, and Patents in all Regional Offices.

At the inter-agency level, LAMS will be able to link with the systems of Local Government Units (LGU) and Land Registration Authority /Register of Deeds (LRA/ROD). Furthermore, electronic sharing of spatial data will become possible with the full transformation into the Philippine Reference System of 1992 Project (PRS92) of the National Mapping Resources Information Authority (NAMRIA) and the Land Titling Computerization Project (LTCP) of LRA. In an assessment made by DENR in 2010, it by cumbersome procedures, multiple documentary requirements, and difficulty of access to land information. These problems have eroded public confidence in the land management sector agencies. Once the LAMS database is in place, verification of historical and original ownership of real property will be simplified. Thus, land-related transactions and reliable documentary services can be delivered more efficiently to interested stakeholders. LGUs will be able to access land records in support of their land use planning and real property management efforts. Private estate developers and investors will be able to avail of verified land information. Academe, research institutions as well as interested associations and organizations will be able to obtain land information that they may need. With improved efficiency in land-related transactions, and easy access to land records and information, the public confidence in land management sector agencies will be enhanced.

 

Introduction

This “DENR-NCR LAMS Data Capture Pilot Experience Report” documents the innovations and adjustments introduced by DENR-National Capital Region office (DENR­ NCR) that were key to its successful implementation of the LAMS project. It highlights the Data Capture (DC) component piloted in NCR in 2014. Prior to this, all Regional Offices conducted the inventory, sorting and grooming (ISG) from 2012 to 2013. Each step in DC is described in detail, and every critical milestone is identified. Where it is relevant, performance standards are proposed to be adopted so that LAMS at the national scale can be unified into a single coherent system. It is offered as a reference for other DENR LAMS regional centers who may find the lessons learned in the course of DC pilot implementation helpful in avoiding potential problems and overcoming inevitable difficulties.

Features

LAMS-Philippines covers two major types of land records: (i) old land records which have been existing prior to LAMS; (ii) new land survey records and PLAs. New land survey records and new PLAs refer to documents submitted to DENR for processing under the LAMS. To integrate the two types, the LAMS in DENR-NCR constitutes three technical components: Data Capture (LAMS DC), Inspection, Verification and Approval of Surveys (LAMS IVAS) and Public Land Applications (LAMS PLA) and two management components: project management and monitoring & evaluation. LAMS DC is the systematic filing of old land records and the methodical conversion into digital images of existing survey records and public land applications. The LAMS DC component will result in securing land data integrity and validity, as well as easy and fast retrieval of land information. LAMS IVAS involves the digital lodgment of new land survey data. Information that will be generated include: approved survey plans, maps and lot data computations. The component will result in streamlined and transparent process of survey verification. It will eliminate inconsistencies in land records and safeguard against overlapping of approved survey plans. This means economical transactions and faster processing. Further, a paperless transaction is envisioned with the adoption and full utilization of Digital Land Survey Data (DLSD) by geodetic engineers. This DLSD was developed by Crevel International Incorporated (CII) as a tool to support the submission of e-files in LAMS by geodetic engineers. LAMS PLA simplifies the processing of public land applications thereby facilitating the issuances of patents, deeds of sale, and leases. This component will result in reduced personal contact with clients, and computer-aided and reliable tracking of applications. It will also eliminate multiple applications and avoid the occurrence of conflicts in titles.
